Paying Traffic Citations

If you have received a Parking Violation from Morningside Police Department/Code Enforcement that means:

A vehicle has been found in violation of a Parking Violation Per the Towns Ordinance and a Parking Citation was issued.  

The fine for a Citation issued shall be as specified in the law violated. The fine is payable by the recipient of the citation to the Town within (20) twenty calendar days from the date of the citation.

If a person receiving a citation for an infraction fails to pay the fine for the infraction or fails to file a notice of his intention to stand trial for the offense within (20) twenty days from the date of the citation, the fine may be double the stated amount.  If after (20) twenty days from the date of issue, the citation has not been satisfied, the Town may request adjudication of the case through the District Court of Maryland.   

Also, if you fail to request a trial or pay the citation within the time allowed, this jurisdiction will notify the Motor Vehicle Administration (MVA) to place a flag against your vehicle record to prevent your registration from being renewed or transferred to another vehicle. The flagging fee is assessed for each flag imposed and must be paid to the MVA. 

 

PAYMENT OPTIONS 

Pay by Mail: Mail a Check/Money order with the exact amount of your fine along with a copy of your citation. Check/Money Order should be made payable to: Town of Morningside and mailed to: Town of Morningside, 6901 Ames St., Morningside, MD, 20746

Walk-In Payments: Pay in person by bringing in your copy of the Parking Citation at the Morningside Police Department located at: 6901 Ames Street, Morningside, MD 20746. Hours of operations: Monday through Friday 9:00 AM-5:00 PM. Acceptable Forms of Payment: Money Order, Certified Check and Personal Check, All major credit and debit cards. A $5.00 PROCESSING FEE WILL ACCESSED TO CREDIT AND DEBIT CARD TRANSACTIONS.

If you have received a letter in the mail from Morningside Police Department Automated Enforcement Program that means A vehicle, registered or leased to you, was photographed by an automatic camera connected to a traffic signal, that is only active when the light is red (not yellow or green). Vehicles crossing the stop line after the light turns red are detected automatically and two photographs are taken. 

Superimposed on each photograph is the date, time, location, and time into the red signal when the violation occurred. 

This citation is not considered a “moving violation”. It is a civil citation holding the registered owner or lessee responsible for the violation (similar to a parking ticket).

Pay by Mail: Money order should be payable to: Town of Morningside and mailed to: Morningside Police Department, Automated Enforcement Program, PO Box 35131, Seattle, WA 98124-5131.

I received a traffic ticket, what can I do?

If you receive a payable traffic ticket where jail time is not a possibility, take one of the following three (3) actions within 30 days:

Option A: Pay the full fine and plead “guilty”

  • Pay online
  • Pay by telephone: (800) 492-2656
  • Pay by mail – send to: District Court Traffic Processing Center, P. 0. Box 6676, Annapolis, MD 21401
  • Pay in person at any local District Court
  • Pay using the Maryland Uniform Traffic Citation Payment Kiosk at your local Motor Vehicle Administration (MVA) office

OR

Option B: Ask for a waiver hearing to plead “guilty with an explanation”

  • Check the “Request a Waiver Hearing” box on the ticket.
  • Sign and date the ticket.
  • Mail the ticket to the District Court Traffic Processing Center, P. 0. Box 6676, Annapolis, MD 21401

OR

Option C: Ask for a trial to plead “not  guilty”

  • Check the “Request a Trial” box on the ticket.
  • Sign and date the ticket.
  • Mail the ticket to: District Court Traffic Processing Center, P. 0. Box 6676, Annapolis, MD 21401

If you lost your ticket, you can use the Lost or Missing Citation  Option Form (DR-490) to select any of the above three  options.
